Biography

Jacqueline Micallef Grimaud achieved Associate status awarded by the Chartered Insurance Institute, London in the early 1980s. She combined this field of industry with a BA(Hons) Degree in Public Administration in 1989 by virtue of which she held the post of Principal within various government departments up to 1994. Jacqueline then read a Post Graduate Certificate in Education, awarded in 1995. Her experience as an educator runs the whole gamut from learning support assistant, kindergarten, primary, secondary, higher/further/vocational education teaching/lecturing as well as teacher/trainer education for all sectors. In 2001, Jacqueline was appointed lecturer at the Malta College of Arts, Science and Technology (MCAST). In July 2003, she was elected a Fellow of the Chartered Insurance Institute, London. She was assumed to the post of Senior Lecturer in 2004 and took on the responsibilities of coordinating the Vocational Teacher Training Programme and Staff Development Programmes for all >500 MCAST staff members, including top management, under the auspices of the then newly launched Professional Development Centre within MCAST, which she also set up and organised in her capacity as an educational administrator as well as pedagogue and andragogue. This was reinforced by certification as a LML registered trainer and the achievement of a Masters of Arts (MA) degree in Comparative Euro-Mediterranean Education Studies with the University of Malta specialising in Quality Assurance and Quality Education. In 2007, Jacqueline took on the role of Deputy Director of MCAST’s Institute of Business and Commerce. Her responsibilities included the development and management of a number of programmes, general running of the institute and its strategic planning. In the evenings, she lectures at the University of Malta within the Faculty of Economics, Management and Accountancy; areas include Financial Services; Forensic Insurance; Research Methodology; and, Dissertation/Thesis Writing.

Jacqueline is currently reading for a PhD, focusing on the urgent need for governance, management and quality assurance of higher/further education so as to satisfy the country’s economic, political and social requirements particularly in the field of Science, Research, Development and Innovation. To consolidate her grasp of yet another field in support of such studies and to satisfy her thirst for knowledge and understanding where cultural heritage is concerned, Jacqueline attended a course on Infrared Thermography achieving ITC certification and completed a postgraduate EQF/MQC Level 7 course with the University of Florence and Heritage Malta on Research and Training in Conservation Science. With respect to the application of nuclear techniques for the preservation and conservation of cultural heritage, Jacqueline is a National Technical Coordination Expert for the International Atomic Energy Agency within the United Nations.

Jacqueline is currently detailed to the Ministry of Social Dialogue, Consumer Affairs and Civil Liberties, where, her responsibilities include the role of President of the Organising Committee for the National Worker of the Year Awards, Chairperson of the CHOGM 2015 People’s Forum Committee and Head of a national project to harmonise the running of focal governmental scientific laboratories and other related utilities under one corporate image, the National Centre for Scientific & Quality Affairs (NCSQA), so as to maximise resources, optimise their potential and streamline operations.

By way of access to the world of arts and music, Jacqueline has managed and organised a number of concerts, both locally and overseas, is a classical vocalist, has a musical appreciation diploma to her name based on pianoforte playing and music theory as well as a Licentiate Diploma in voice technique from the London College of Music and Media (Thames Valley University).
